The international driving permit needs to be applied for in the same country that the standard license is from.
  
Since an international drivers license is only valid for 1 year, this could create problems for long term travellers. I solved this by carrying an 'extended to" stamp where i could fill in my own date. It might be illigal to do so, but stupid rules require stupid solutions.

Also I carried a very good copy of my drivers license which i always gave at checkpoints. If the officer wants to much money as a bribe and refuses to return your papers, you can always drive off, no harm done.

Many countries technically require you to have an International Driving Permit to legally drive a vehicle.
A regular, valid, drivers license from your home country will also be required, and can be in any language. The international driving permit needs to be applied for in the same country that the standard license is from.
